Always regenerate autofiles (drop autofiles-sync); set debian/compat to 7.

  * Follow current autotools-dev recommendations - build-depend on
    autoconf, remove the automatically generated files in clean, and
    regenerate them before building.

  * Update debian/compat from 4 to 7.
